Rashad Mahmudov – People’s Representative, Cardiovascular Surgeon, Doctor of Medicine, Chairman of the Board of the Heart and Health Association of Azerbaijan.
Biography
Rashad Mahmudov was born on January 18, 1974 in the Astara region.
Education
Studied at Samad Vurgun secondary school in Astara region in 1980-1991.
In 1991-1997, he obtained a higher education at the Faculty of Medicine of the 9 Eylül University in the Republic of Turkey.
In 1997-2003 he educated at the Doctorate of Cardiovascular Surgery Scientific Center of the Ege University in the Republic of Turkey.
He defended his Diploma of Specialist in the Ege University in Turkey in 2003.
He defended a master’s thesis in 2006 and was conferred by the Higher Attestation Commission an academic degree of PhD in Medical Sciences.
In 2015, he defended a doctoral thesis and was conferred by the Higher Attestation Commission an academic degree of Doctor of Medicine.
Work experience
He had worked as a cardiovascular surgeon at the Center of Cardiovascular Surgery of the Ege University in Turkey between 1997 and 2002.
In 2003-2004 he worked as a cardiovascular surgeon in the Group of Shifa Hospitals in the Republic of Turkey.
In 2004-2005 he worked as a cardiovascular surgeon in Kent Hospital in Izmir, Turkey.
From 2005 to the present day he has worked as a head of department and cardiovascular surgeon in the Cardiovascular Surgery Department of the Central Oil Workers Hospital. As the head of the Cardiovascular Diseases Center, he has performed the open heart surgeries in more than 8,000 elderly and children. He has performed more than 800 open heart surgeries in the hospitals of Nakhchivan, Lankaran, Shirvan, Gabala, Zagatala, Gazakh, Ganja, Shamakhi, Jalilabad, Guba and Fuzuli within the recent humanitarian actions.
Scientific publications
He has published 1 book, 15 scientific articles and 40 theses abroad, and 8 scientific articles and 5 theses in Azerbaijan.
Azerbaijan Heart and Health Association
At the initiative of deceased professor Fakhraddin Javadov, the then chief physician at the Central Oil Workers Hospital, who was a unique healthcare organizer and played a special role in the development of healthcare in Azerbaijan, and under his immediate organization and guidance, as well as with the close involvement of Rashad Mahmudov and Gulam Rustamzadeh, a physician-surgeon of the Central Oil Workers Hospital, “Azerbaijan Association of Cardiovascular Surgeons” was established in Azerbaijan for the first time on September 7, 2005. And at that time, Dr. Rashad Mahmudov was honored with the post of president of the Association. Later in 2010, the public union was renamed to “Azerbaijan Heart and Health Association”.
Since 2006 R. Mahmudov has been in charge of organization of more than 40 international and regional conferences in Azerbaijan and different countries of the world. He has been a participant in more than 50 international conferences held abroad since 2005.
The International Conference on “Innovations in the treatment of congenital heart disease” was held under the slogan “Children’s hearts beat in Azerbaijan” dedicated to the International Children’s Day on November 20-22, 2014. The conference was hosted by the International Heart Team of Azerbaijan with the organizational support of the Ministry of Health of the Republic of Azerbaijan and the Heydar Aliyev Center. The pediatricians, cardiologists and cardiovascular surgeons invited from 47 countries, covering four continents (America, Europe, Asia and Africa), participated in the international conference held at the Heydar Aliyev Center. In order to draw attention to the congenital heart diseases, for the first time in Azerbaijan, a socially responsible video entitled “Let hearts not go silent” about cardiovascular diseases was prepared and shown at the official event of the conference.
Awards and honors
December 28, 2006, awarded the Medal of “Taraggi” by Ilham Aliyev, the President of the Republic of Azerbaijan.
May 10, 2009, awarded with the international prize of “Golden Plane” by Mehriban Aliyeva, the President of the Heydar Aliyev Foundation.
June 16, 2014, awarded the honorary title of “Honored Physician” by Ilham Aliyev, the President of the Republic of Azerbaijan.
National Assembly
In 2015, he was nominated from the New Azerbaijan Party in the elections to the Parliament (Milli Mejlis – National Assembly) of the Republic of Azerbaijan (V convocation) and elected as a People’s Representative from the Astara electoral district No. 77.
