Vagif Galandar (full name: Vagif Maharram oghlu Galandarov, Azeri: Vaqif Məhərrəm oğlu Qələndərov) — Doctor of sciences in Medicine, professor, Deputy of the Expert Council on medical and pharmaceutical sciences of the Higher Attestation Commission under the President of Azerbaijan, Chairman of the Association of the Plastic Surgeons of Azerbaijan, Fellow of the Board of the International Society for Aesthetic Plastic Surgery, plastic and reconstructive surgeon.

Biography
Vagif Maharram oghlu Galandarli was born in a family of physician in Baku in 1969.
He graduated from secondary school with gold medal in Krasnoselo region of Goyche district in 1987 and was admitted to the Azerbaijan State Medical University. He did his military service in Hungary in 1988-1990. He was sent to continue his education at the Cerrahpasha Medical Faculty of the Istanbul University in Turkey from the 4th year for his excellent study of the Medical University in 1993.
In 1995, he graduated from the same university as a Medical Doctor. After graduating from the University in 1995, he started his internship at the Plastic and Reconstructive Microsurgery Center at Capa Medical Faculty of the Istanbul University of Turkey. In 1995-2000, he was trained in the Plastic and Reconstructive Microsurgery Center of the Capa Medical Faculty of the Istanbul University in the fellowship program through the Ministry of Education and Ministry of Healthcare of Azerbaijan.
He graduated as a Plastic and Reconstructive Surgery Specialist in 2000. In 2003, he defended the thesis on the new surgical method entitled “New island flap based on internal mammary artery” and received the title of Doctor of Philosophy in Plastic and Reconstructive Surgery.
On 11.02.2004 in the conference hall of the National Academy of Sciences of the Republic of Azerbaijan, the scientific workshop held with a joint participation of the Medical University, the Ministry of Healthcare and the department of Biological and Medical Sciences of the Academy of Sciences heard the lectures on “Scientific Innovations in Plastic and Reconstructive Microsurgery and New Surgical Methods”. With the decision No. p-15 of the Presidium off the Academy, the Attestation Commission of Azerbaijan was recommended to give him an academic rank of professor. He was a plastic and reconstructive surgeon at the Central Clinical Hospital of the Ministry of Healthcare of the Republic of Azerbaijan and Republican Clinical Hospital in 2001-2007.
Since 2007, he has worked as a Head of the Clinic “Galandar Plastic and Reconstructive Surgery”. Since 2001 he has worked as a lecturer and assistant professor of the I Department of Surgical Diseases and Department of Oral and Maxillofacial Surgery of the Azerbaijan State Medical University. Currently, he is a curator of the Azerbaijan State Medical University and Azerbaijan Advanced Training Institute for Doctors on the specialty of Plastic and Reconstructive Surgery, and works as a professor. He completed his thesis on “Methods of improvement of reconstruction of large defects of soft tissues” at the Azerbaijan State Medical University and was awarded by the Higher Attestation Commission the academic degree of Doctor of Medical Sciences on 12.07.2017.
He is the author of the first textbooks and manuals in our university for preparation of students and residents on the specialty of Plastic and Reconstructive Surgery. The reconstruction method entitled “Internal Breast Artery Surgery: New Flap Descriptions” in the Chapter 20 of the Practical Approach Manual, “Local and Regional Flaps in Head & Neck Reconstruction” by Rui Fernandes, in the prestigious Florida university in the United States, is taught to the residents and specialists of this field as a Vagif Galandar procedure. Six new surgical methods and 78 scientific works of him have been published in foreign journals and conferences. 2 times he successfully performed replantation (restoration) of arm 6 hours and 8 hours after tearing away from elbow. He has participated in more than 32 foreign scientific conferences. He has been a participator and lecturer of many international forums and conferences held in our country.
3 times he has been the immediate initiator and organizer of the conferences on International Plastic and Reconstructive Surgery in our country.
He is a founder and chairman of the Azerbaijan Public Union for Plastic Surgery (PCIB), a member of Board and national representative of the International Plastic and Reconstructive Surgery Confederacy (IPRAS). He is a national secretary of the International Plastic and Aesthetic Surgery Association (ISAPS).
He is a Deputy of the Expert Council on medical and pharmaceutical sciences of the Higher Attestation Commission under the President of Azerbaijan.
In the summer days of 1990, Turkish television channels and authoritative newspapers published sensational news:
“A 28-year-old Mustafa Akar, whose arm was torn away by machine, was taken to Capa Hospital after not receiving any of the famous hospitals, and young physician Vagif Galandarly undertook this heavy job and worked on the patient for 9 hours and got an unmatched, unique win.”
Vagif Galandar is now represented at the highest level in the prestigious international organization such as IPRAS (International Plastic Reconstructive Surgery Society). He is a member of the Board of that organization.
He is currently married. Has two children.
